Community safety and anti-social behaviour

We believe that everyone has the right to live the way they want to, provided this does not interfere with or disturb others.

Our Tenancy Services team works with you to tackle serious anti-social behaviour, hate crime and domestic abuse. We do not tolerate anti-social behaviour (ASB) and have set procedures we follow when you report an incident to us. All reports are treated seriously regardless of whether immediate action is taken.

What is anti-social behaviour?

The term anti-social behaviour is used to describe a whole range of behaviour that upsets other people. This can include criminal activity and serious nuisance, as well as less severe but frequent and annoying behaviour.

It can be quite difficult to agree on a definition of anti-social behaviour as we all have different lifestyles, expectations and tolerance levels. However, we believe that every person has a right to enjoy life in their own way, providing they do not adversely affect the lives of those living and working around them.

Examples of anti-social behaviour may include:

  • noise nuisance
  • vandalism and graffiti
  • intimidation and harassment
  • using Council properties to sell or use illegal substances
  • violence
  • racial harassment
  • domestic violence

Common issues that occur on our estates that may NOT constitute anti-social behaviour include:

  • children playing
  • DIY activities
  • smoking
  • lifestyle clashes
  • noise caused by normal living

How do I report anti-social behaviour?

If you are affected by anti-social behaviour, please do not hesitate to contact the Tenancy Services Team:

If you witness noise nuisance, we may ask you to use The Noise App that can be downloaded from app stores for your phone/mobile device. To use the app, you will be provided with access by a member of the team. The evidence collected will go straight to the Tenancy Services Team to investigate and take actions to support change of behaviour by the perpetrator.

What can we do?

We take reports of anti-social behaviour (ASB) very seriously and will identify the most appropriate solutions to your problems. We look to develop an understanding of what triggers the perpetrator's behaviour before considering what appropriate action to take. 

Informal actions:

  • mediation offered to resolve neighbour disputes
  • joint visits and working with partner agencies
  • acceptable behaviour contracts
  • community protection warnings

We have a wide range of legal powers and effective tools at our disposal that will be used where other alternatives fail. These include:

  • a community protection notice to deal with a problem or nuisance that has a negative effect on your community
  • working with the Environmental Services team to issue noise abatement notices to control statutory noise pollution
  • ASB injunctions to protect you from an individual who acts in an anti-social or threatening manner
  • closure orders where a property and its person(s) cause a continual nuisance
  • possession orders pursued, where it is reasonable and proportionate

The Great Yarmouth Community Hub works in collaboration with multi-agency partners including:

  • the Police
  • Office of the Police and Crime Commissioner (OPCC)
  • Department for Work and Pensions (DWP)
  • adult social care
  • children's services
  • NHS health partners including the Norfolk and Waveney Clinical Commissioning Group (CCG)
  • primary care networks

The Community Hub, operated by the Borough Council, facilitates the following for residents:

  • prevention
  • early help
  • community support services
